Claire was appointed Interim Head of Policy at the Payment Systems Regulator in April 2025 and oversees the development and implementation of all regulatory intervention to deliver the PSR’s strategic objectives of improved competition, innovation and protection in UK payments systems. Her focus is on driving industry wide incentives and innovation in Open Banking and the UK’s new payments architecture, tackling APP Fraud and leading market reviews on Visa and Mastercard to improve user outcomes.

She joined the PSR in May 2022 as a senior policy manager leading the work on authorised push payment fraud. Prior to joining the PSR, she was in Policy Director roles at Ofwat and ORR. Claire also led the Government regulatory co-ordination initiative, the UK Regulators Network. In those roles she delivered prominent regulatory policy projects including major industry reform in rail and open access data in water.
